Understanding the
BSR Gateway regime.

The Building Safety Act 2022 introduced the most significant reform of building control in a generation. For higher-risk buildings — those above 18 metres or 7 storeys with at least 2 residential units — the gateway system creates a series of mandatory checkpoints that must be cleared before work can proceed.

Gateway 1

Concept &
Planning

Fire safety information submitted with planning application. The gateway ensures fire safety is considered from the earliest stage of the design process.

Gateway 2

Before Construction

Building Control Approval from the BSR required before any work begins. Full compliance package including all Approved Document statements, CCP, MOR plan, fire and emergency file.

Construction Phase

Build &
Change

Mandatory occurrence reporting, change control and ongoing compliance management throughout construction. Notifiable changes require BSR approval before implementation.

Gateway 3

Before Occupation

Completion certificate from BSR required before any part of the building can be occupied. The golden thread must demonstrate the building was built as approved.

In Occupation

Lifecycle Compliance

Building safety obligations do not end at handover. Accountable persons, safety case reviews, resident engagement and ongoing golden thread management ensure compliance remains live throughout the life of the asset.

GW2 - Submission

Gateway 2 package submitted to the BSR. We manage the application, respond to requisitions and track progress to approval.

Completion application, golden thread sign-off and final BSR approval. We ensure the completed building is evidenced to the standard required for occupation.
